Heat Crossover Blockage

Have done a search here and someone (cant remember who) said they used an old valley pan and cut pieces out of it to fit inside the embossed part of the new valley pan. My question is on what side would you put the new piece? Between the heads & valley pan or between the valley pan & intake?

Any other suggestions on how to block it would be great.
