What is this?

Good Morning,

I was installing my dash last night, and found a part that I can not figure out where it goes. I have a feeling it is a bracket for the steering column or for the brake pedal, but not sure.

It is the bracket that is inbetween the brake pedal assembly and the bracket that attaches the steering column. The two small holes at the top attach to the dash.

I thought the same thing, but it's been so long since I'd had the dash out of my CJ that I didn't want to post wrong info.
