Before I get all crazy...

If an engine sits for a while and the block is drained.
The filter will have minimal to no oil in it correct????

Had a moment where the thought popped into my head that perhaps the engine isn't filtering... (Has pressure when running)

The filter will always have some oil in it. If there's oil pressure, oil is flowing through the filter. If you look at the oil path, it's picked up from the pan, through the pump and into the filter before going anywhere inside the engine. If the filter is extremely dirty, the filter bypass might open. With better filter and oil technology, Mopar deemed the filter bypass unnecessary in the late 80s and removed it from the casting. Bulltear sells a block-off adapter. I've blocked the filter bypass on all my builds for years with no problems. Don't confuse the filter bypass with the pressure relief valve.
