Stuck Oil Pressure Relief Plunger

Looking for help removing a oil pressure relief plunger that is stuck in an Bulltear oil filter relocation, end plate. I have done a ton reading regarding relief plungers getting hung up on burrs and what-not. As a result, I attempted to clean the relief bore to the best of my ability to include blowing out the entire endplate with compressed air. During my final attempt in hopes the plunger would clear the 'burr' or what ever was causing the plunger to hang up, I lubed up the plunger and bore while tapping the plunger down the bore. The travel of the plunger down the bore never relieved and is now stuck. And stuck good!
